How to run an evacuation roll-call

Why the roll-call matters

Accounting for everyone at the assembly point is a core part of an emergency plan. Under general health-and-safety duties, a business must have arrangements to evacuate and account for people. A roll-call is how you confirm nobody is still inside.

What a good roll-call needs

• A live, current list of everyone on site — not just who signed in, but who has since left.
• Visitors and contractors included, not only employees.
• The list available at the assembly point, on a device wardens actually carry.
• A simple way to mark each person present, and flag anyone unaccounted for.
• A record afterwards of who was checked and when.

Where paper registers fail

A paper visitor book only shows arrivals — it never records who left, so it over-counts. It lives at reception, which may be unreachable in a fire. And it is slow to read in the rain with cold hands. A digital sign-in keeps a live list that a warden can open on a phone at the muster point.

A simple roll-call procedure

• On alarm, wardens go to their assembly point and open the live on-site list.
• Check off each person as they arrive at the point.
• Anyone not checked off after a set time is reported to the incident controller.
• Do not re-enter the building — pass names of the unaccounted-for to emergency services.
• After the all-clear, keep the completed roll-call as a record.
